Dear Sir:

Subject:

Control Rods Failing to Fully Insert Reference (2) above requested that we review our records for failure of control rods to fully insert since September, 1978. There have been no instances of failure of control rods to fully insert during this period.

However, on November 1, 1978, control rod 26-31 failed to latch following a scram and settled to position 02 from 00.

This rod was immediately retested twice satisfactorily. There has been no reoccurrence of failure to latch since that time.

We trust the information provided above is acceptable; however, should you have any questions, please contact us.

Very truly yours, VERMONT YANKEE NUCLEAR POWER CORPORATION William F. Conway Manager of Operatio a RJW/sec l
