METROPOLITAN EDISON COMPANY
)
Docket No. 50-289
)
(Restart)
(Three Mile Island Nuclear
)
Station, Unit No. 1)
)
LICENSEE'S RESPONSE TO INTERROGATORIES (THIRD SET) OF THREE MILE ISLAND ALERT, INC.
INTERROGATORY NO. 1 Have there been any releases of radiation into the air during the first quarter of 1979, that exceeded the daily average com-posite releases of the prior quarter?
INTERROGATORY NO. 2 If so, state:
(a) the type of release (b) the cause of the increased release (c) the remedial measures taken (d) whether the Licensee received any warnings or fines by the NRC and provide copies of any such warnings or fines
RESPONSE
1.
Airborne iodine releases from TMI-l during the t.rst quarter, 1979, were greater than the fourth quarter, 1978.
2.
(a)
(b)
The cause was the Iodine-131 which was transferred from the Unit 2 Fuel Handling Building to the Unit 1 Fuel Handling Building during the TMI-2 accident.
8004110 l62
. (c)
No remedial measures were taken since none were needed.
(d)
The amount of iodine released was far below regulatory limits and no warnings or fines were received from the NRC.
INTERROGATORY NO. 3 Please provide the same information requested in Interrogatories 1 and 2, with respect to radioactive releases into the Susquehanna River.
RESPONSE
3.
All liquid releases from TMI-1 during the first quarter, 1979, were less than the liquid releases during the fourth quarter, 1978.
INTERROGATORY NO. 4 Please provide the same information requested in Interrogatories 1,
2 and 3 for the third and fourth quarters of 1978.
RESPONSE
4.
The responses to Interrogatory Nos.
1, 2 and 3 compare gaseous and liquid released during the fourth quarter, 1978, with the first quarter, 1979.
All airborne releases from TMI-l during the first quarter, 1979, were less than the third quarter, 1978.
Dissolved noble gases in liquid releases for the first quarter, 1979, were greater than for the third quarter, 1978.
(a)
The dissolved ncble gas concentration in the liquid effluent during the first quarter, 1979,
_10 was 5x10 pCi/cc; for the third quarter, 1978, l
the dissolved noble gas concentration in the liquid effluent was 2x10 10 uCi/cc.
l
. (b)
Licensee is unable to identify a particular cause for the higher levels during the first quarter, 1979.
This is because both specific activities are extremely low and there is no significant difference between them.
(c)
No remedial measures were taken since none were needed.
(d)
There were no NRC warnings or fines.
1 INTERROGATORY NO. 5 In Licensee's supplemental response to Interrogatory 6, you state that " concentrations of radioactive noble gases would have ex-ceeded values specified in 10 C.F.R. Part 20 in only a few off-site locations Please identify these locations.
RESPONSE
5.
The areas where noble gas concentrations would havc ex-ceeded 10 C.F.R. Part 20 values for short periods of time are downwind, within a one-mile radius around TMI, during low wind speed conditions.
Precise areas are indicated in TDR-TMI-ll6.
INTERROGATORY NO. 6 What is TDR-TMI-ll6, referred to in your answer to Interrogatory 8 (First Set) ?
RESPONSE
6.
TDR-TMI-ll6 is fully cited in Licensee's supplemental response to Interrogatory No. 6 (First Set).
It is a document entitled " Assessment of Offsite Radiation Doses from the Three Mile Island Unit 2 Accident" (Rev. O, July 31, 1979).
i l
INTERROGATORY NO. 7 With respect to Licensee's response to Interrogatory 5 (Second Set), how many iodine gaseous effluent monitors were operating at TMI-2 at the time of the accident?
. INTERROGATORY NO. 8 Where are the monitors referred to in Interrogatory 7 hereof located?
RESPONSE
7.
Three 8.
Station Vent, Fuel Handling Building Vent, and Auxiliary Building Vent.
INTERROGATORY NO. 9 For the period March 28-April 11, 1979, were there any iodine readings that exceeded the quarterly composite of iodine releases for the fourth quarter of 1978?
INTERROGATORY NO. 10 If so:
(a)
State the cause of the release (b)
State the remedial measures taken (c)
Provide copies of the readings indicating these releases.
RESPONSE
The information requested is included in Metropolitan Edison Company's reports to the NRC:
Three Mile Island Nuclear Station, Unit II (TMI-2), Operating Licence No. DPR-73, Docket No. 50-320, TMI-II Incident Quarterly Report.
Copies of these reports are in Licensee's Discovery Reading Room.
I INTERROGATORY NO. 11
(
With respect to your response to Interrogatory 12 (Second Set),
i when were the portable monitors battery-checked, i.e., date and i
time each monitor was checked.
l INTERROGATORY NO. 12 Please provide the names and addresses of the individuals respon-sible for battery testing the monitors during the period March 28-April 5, 1979.
. INTERROGATORY NO. 13 Please provide the results of each battery test for the period stated in Interrogatory 12.

INTERROGATORY NO. 14 In its response to Interrogatory 31 (Second Set), Licensee states that eight (8) facilities associated with TMI-1 are still being used to deal with the clean-up of the accident at TMI-2.
When will each of the eight (8) facilities listed in Attachment A to Interrogatory 31 no longer be needed to deal with the accident?
INTERROGATORY NO. 15 After these facilities are no longer needed in connection with TMI-2, will they be contaminated?
INTERROGATORY NO. 16 If so, how long will it take for them to be decontaminated?
RESPONSE
The eight facilities associated with TMI-1 are still being used to deal with the TMI-2 recovery effort.
The systems will be limited to the exclusive use of TMI-l and will be decontaminated I
of TMI-2 materials prior t0 restarting TMI-1.
It is unknown at this time precisely when these facilities will no longer be
i 11 -
needed by the TMI-2 recovery effort or how long decontamination will take.
