Dear Ms. Bowers:

I had hoped to appear and give testimony'at the recent Sacramento hearings but was unable to do so because of prior commitments.

This year I am serving as president of SACTO (Sacramento Area Commerce and Trade Organization), a non-profit economic development foundation supported by both public and private funds.

While SACTO'S main concern is the attraction of appro-priate new business to the Sacramento area (primarily in the field of electronics), we are also mindful of the environmental concerns that ultimately determine the livability of this community.

SACTO has concentrated on the electronics industry and we have been successful in assisting Hewitt-Packard and the Shugart Corporation to locate in the Sacramento area.

Our long term goals are basically modest in scope--the creation of a sufficient number of new jobs to meet the needs l

of the Sacramento community and to maintain a viable economy I

in this area.

As you no doubt heard during the hearings in Sacramento, i

we are acutely concerned about the adequacy of our power reserves and we recognize that an inadequate supply foritells economic stagnation for this area.

In fact, the SignetAcs Corporation recently decided to go to Albuquerque, New Mexico, rather than Sacramento, because they perceived we had inadequate power reserves for the foreseeable future.

Signetics is an excellent company, not a polluter, and it would have provided several thousand new jobs for Sacramento during the next decade.

Ms. Elizabeth Bowers March 10, 1980 Page two Obviously, like others who live here, I am personally interested in safe nuclear power and would not want Rancho Seco to be operated in any other manner.

My own observation is that the nuclear issue has been politicized and that, unfortunately, there are some people who are hell bent on closing the facilities, safe or not.

I am sure that you take your responsibilities seriously and I urge that the licensing of Rancho Seco be approved with provisions that the facility meet reasonable safety regulations and with such modifications as may be necessary to incorporate the latest state of the art in design and operation.
