Dear Mr. Keppler:
The following is in response to an inspection conducted by Mr. L. R.
Greger on Octol'r 9 and November 28, 1979, of activities at Dresden NucL.ar Power Station Units 1, 2, and 3.
Reference (a) indicated that one item appeared to be in non-cm pliance with NPC requirements. Attachment A to this letter contains Comonwealth alison Cmpany's response to the identified item of non-compliance.

1 ATTACHMENT A NRC DOCKET No. 50-10 COMMONWEALTH EDISON 50-237 ATTACHMENT 50-249 RESPONSE TO NOTICE OF VIOLATION The item of non-compliance identified in Appendix A with the NRC letter dated February 12, 1980 is responded to in the following par 5 graphs.
1.
Technical Specification 6.2 requires that licensee procedures be ad-hered to.
Procedure DRP 1520-1, Section F.2, requires that a Radio-active Material Shipment Record be completed as specified in Appendix I of DRP 1520-01 for offsite shipments of radioactive material.
Contrary to the above, the Radioactive Material Shipment Record specified in Appendix 1 of DRP 1520-01 was not completed for rad-waste shipments made between January 1, 1979 and November 28, 1979.
Corrective Action Taken and the Results Achieved The following steps were taken to ensure that shipments of radioactive waste will have a Commonwealth Edison Radioactive Material Shipment Record completed for'the shipment.
1.
The station personnel involved with the shipment of radioactive waste were informed of the requirement in DRP 1520-01 to complete a CECO.
Radioactive Material Shipment Record with every shipment.
2.
Quality Assurance inspectors were also informed of the requirements of DRP 1520-01 and were requested to include in their final check of the shipping papers that a CECO. Radioactive Material Shipment Record has been completed.
Since November 28, 1979, no shipment of radioactive waste has left the site without.the CECO. Radioactive Shipment Record being completed.
Corrective Action Taken to Avoid Further Non-Compliance As discussed with the inspector, in a series of corporate meetings held

to discuss and implement the requirements of I.E.Bulletin 79-19, it was decided to delete DRP 1520-01 as a station procedure and turn it into a training document.
The procedures and requirements for shipping radio-active materials are contained in several other station and corporate procedures.
The Radioactive Material Shipment Record form was taken out of the former station procedure and retained as the company shipping record. The personnel involved with the shipping of radioactive waste were informed of the change and requested to comply with the following.
1.
No radioactive material shipments are to leave the site without the CECO. Radioactive Shipment Record.
2.
Personnel involved with the snipping or radioactive waste will attend a formal training session on "The Offsite Shipment of Radioactive Waste," being taught by our Training Department per 1.E.Bulletin 79-19.
This training will be completed by tbrch 31, 1980.
