Dear Mr. lleishman:

Toledo Edison acknowledges receipt of your February 21, 1980 letter (Log No.

1-314) and enclosures, Appendix A and Report 80-1, referencing apparent de-viation from Davis-Besse Nuclear Power Station Unit I commitment to the NRC listed as a " Deficiency" in Appendix A.

Following an examination of the item of concern, Toledo Edison herein offers information regarding the item of non-compliance.

Deficiency: Technical Specification 3.7.6.1 requires two independent Control Room Emergency Ventilation Systems to be operable in Modes 1, 2, 3 and 4.

The surveillance portion of that specification (TS 4.7.6.1.e. 3) requires a makeup f low of 300 cfm + 10% when supplying the Con-trol Room with outside air.

Lineup for Control Room Emergency Ventilation System #1 requires that switch ilA5261A on cabinet CDEllC be in the remote position.

Contrary to the above on January 24, 1980, while in Mode 1, the inspector found switch itA 5261A on cabinet CDEllC in the local position. This switch alignment would have prevented the Control Room Emergency Ventilation System #1 to be operated from the Control Room to provide a supply of outside air.

The immediate corrective action taken was to place the Local /

Remote Switch RA 5261A in the remote position.

The switch is not spring loaded so that inadvertent bumping could result in misalignment. To avoid a repetition of the switch being' bumped i
