@ffire of Stiertmen (abham. Connecticut 06438 MY M\\IN 'ns!E IS CONCERN Concern for communication between Yankee and our Town communication center.
Concern for my family and people surrounding the C. Y. Plant.
A couple of months ago, we had a mock run on a hypothetical incident at the Ct. Yankee. Our aim was to test our facilities as to faults in our plan and also to check the time element needed to warn the residents in our Town, along with checking our communications for efficiency. Our greatest shortfall was in being notified by the State Police. Warning the residents took one hour by using fire department vehicles to cover all ninety miles of Town roads.
hhat I am looking for is direct communication from Yankee to our dispatch center by radio.
I have talked to Dr. Rodgers on this subject in length and was assured he would carry this to the powers that be.
I am fully in accord with the thoughts of Larry Bettencourt, First Selectman of Waterford, concerning an alarm system of sirens geographically and strategically placed in our Town. With this plan, sirens could be activiated from our headquarters immediately upon radio notice from Ct. Yankee.
Another concern is to be advised on the different class incidents by the experts as to what our role would be. hhat precautions and what steps we should take and for what period of time.
Our Town plan of evacuation and warning should be assessed periodically to keep abreast with changing events.
Needless to say, these proposals would be expensive and we, the Town of Haddam, are looking for financial support to implement these plans for the protection of our people.
Even though we are assured by the experts that any spill would be contained within the plant proper, I am still concerned.
For example; the City of Hartford built the Hartford Civic Center. The engineers designed a roof for this structure.
I am sure that they were very capable experts and also I am sure a safety factor was built in. Yet, in February of 1978, the roof collapsed because of a combination of snow load and free::ing of drain pipes.
Even though the experts assured us that the roof was safe, it was not.

'Page 2 - Sty Main Theme is Concern I have been assured that our Town would have a direct phone line from C.Y. to our headquarters by May of this year.
Radio communication is still being pursued at this time. Also an assessment of our Town is in the process for placing warning equipment where it would be most effective.
In conclusion, my feeling is that we learn by doing.
I am sure many incidents have been created so that an answer could be found and implimented.
Also I am sure that incidents will come about that will be unusual and must be coped with and an answer found to correct the problem.
