Article I - Statement of Work A.
Part C - Reporting Requirements Paragraph 2 - Task Reports - delete under Due Date " November 9,1979; December 28, 1980; and February 22, 1980" and substitute " March 10, 1980; April 15,1980; and May 12, 1980" respectively.
Paragraph 3 - Final Report - delete the dates " March 24, 1980; April 25, 1980; and May 23. 1980" and substitute " June 9, 1980; July 9, 1980; and August 11, 1980" respectively.
Paragraph 5 - Development and Demonstration Proposals - delete the
'date " June 24, 1980" and substitute "Septerrber 8,1980".

Part 0 - Meetings - In the second paragraph delete Items a) and b) and substitute the following:
a) briefing within the month of February to describe the objective and schedule of the current contract phase, and to obtain and update as necessary, any additional facility data required b) meeting around the month of May to discuss status of the formulated concepts 2.
Article II - Period of Performance - delete the date " June 24, 1980"

Security / Classification Requirements (NRC Form 187)
Delete the NRC Form 187, dated August 13, 1979 and the Classification Guide for Safeguards Information and substitute the attached NRC Form 187, dated September 28, 1979, and incorporate the attached handbook entitled, "NRC Classification Guide for Safeguards Information," dated June 29, 1979.

On the face page o'f the contract in Item No.15 delete " Bulk Material Control" and substitute " Advanced Process Control".

Article IX is hereby added to the schedule section of the subject contract:
Article IX - Utilization:of Small Business Concerns and Small Business Concerns owned and Controlled By Socially and Economically Disadvantaged Individuals (a)
It is the policy of the United States-that small business concerns and small business concerns owned and controlled by socially and economically disadvantaged individuals shall have the maximum practicable opportunity to participate in the performance of contracts let by any Federal agency.
t (b) The contractor hereby agrees to carry out this policy in the awarding of l
subcontracts to the fullest extent consistent with the efficient performance l
of this contract.
The contractor further agrees to cooperate in any studies or surveys that may be conducted by the Small Business Administration or the contracting agency which may be necessary to determine the extent of the contractor's compliance with this clause.
(c)
(1)
The term "small business concern" shall mean a small ~ ~
business as defined pursuant to Section 3 of the Small Business Act and in relevant regulations promulgated pursuant thereto.
(2)
The term "small business concerns owned and controlled by socially and economically disadvantaged individuals" shall mean a small business conern--

- 1. which is at least 51 per centum owned by one or more socially and economically disadvantaged individuals; or in the case of any publicly owned business, at least 51 per centum of the stock of which is owned by one or more socially and economically disadvantaged individuals; and
- 11. whose management and daily business operations are controlled by one or more of such individuals.
The contractor shall presume that socially and economically disadvantaged individuals include Black Americans, Hispanic Americans, Native Americans, Asian-Pacific Americans, and other minorities, or any other individual found to be disadvantaged by the Small Business Administration pursuant to section 8(a) of the Small Business Act.
(d)
Contractors acting in good faith may rely on written representations by their subcontractors as either a small business concern or a small business concern owned and controlled by socially and economically disadvantaged individuals.
