Gentlemen:
This is in response to the letter of March 12, 1980, which you have received from Troy B.
Conner, Jr.,
Esq.,
attorney for Applicant in the above-captioned proceeding.
The Municipal Energy Agency of Mississippi ("MEAM"),would be pleased by the representations of MP&L in that letter were it not for the fact that it does not appear that the intercon-nection " agreement" (which is not agreed to by Gulf States Utilities Company) is intended to be operati.ve.
Among other things, Section 6.01 of that filing providen that the inter-connection agreement shall become ef fective on the date of its execution and delivery, subject to regulatory approval.
Since Gulf States has not executed it, and apparently believes that service schedules are necessary if an intercon-nection agreement is to be necessary, it is not clear that even MP&L intends the interconnection " agreement" to become effective.
In addition, there are numerous references to the service schedules in the body of the agreertent, and those service schedules are not attached.
On March 28, 1980, members of MEAM intervened in pf the MP&L FERC Docket No. ER80-261, the docket covering the 3
filing of the interconnection " agreement".
In that Petition to Intervene, we raised some of these questions, and others.

Mr. Harold Denton Stanford Litvak, Esq. April 4, 1980 By our recent letters of January 11, and February 12, 1980, we furnished you copies of correspondence which appear to be relevant to the issues raised in this case, in response to various letters addressed to you.
Subsequent to that correspondence, Clarksdale has received a response, dated February 25, 1980, from MP&L's corporate affiliate, Louisiana Power & Light Company, which responded to Clarksdale's letter of February 13, 1980, inquiring as to LP&L's letter of February 5, 1980 (attached to our correspon-1 dence to you of February 12).
We attach Clarksdale's letter of February 13, 1980, as Attachment B hereto and LP&L's response of February 25, 1980, as Attachment C hereto.
This further correspondence may serve to clarify some of the issues involved.
Finally, MEAM would observe that it would be in the interests of all of the citizens of Mississippi to have these matters resolved before the operating license stage.
Time may w' ell be of t.he essence here, and we would imagine MP&L would join us in our request for expeditious resolution of these matters.
While these issues may not mean as much to the average ratepayer of MP&L as they do to the citizens-consumers of the MEAM members, there is nevertheless much to be lost by bo'_h parties from delay.
