SUBJECT:
APPOINTMENT OF MR. LOUIS J. CARTER AS A PART-TIME MEMBER OF THE ATOMIC SAFETY AND LICENSING BOARD PANEL PURPOSE:
Comission approval for the apcointment of a Panel Member DISCUSSION:
We recommend your approval of the ncmination of Mr. Carter as a part-time lawyer member of this Panel.
Mr. Carter received a J.D. degree from the University of Pennsylvani.:
in 1949.
He was a Commissioner of the Pennsylvania Public Utility Comission from 1971 through September 1979 and served as its Chairman from August 1975 to October 1978.
He plans to concentrate his ::rivate law practice in Wash-ington, D.C., and has expressed an interest in bec: ming a part-time Panel member.
He has a strong background in public utility regulation and administrative law.
Mr. Carter's interest in serving on the Licensing Ecard Panel was first brougnt to our attention early this year by Comissioner Bradford.
On Fecruary 15, 1979, follow-ing an interview with Mr. Carter,
- recormended him to the Comission for further consideraticn as a permanent member.
However, before any action had been taken, Mr. Carter in-formed me that he would be unable to accept an appointment "at this time and the matter was drooped until Cc ccer 26, 1979, wnen he advised me that he now cesired to serve as a part-time me:rter.
We believe Mr. Carter would make a most valuable addition to the Panel roster.

Commission Staff Office comments, if any, should be submitted to the Commissioners NLT January 9, 1980, with an information copy to the Office of the Secretary.
If the paper is of such a nature that it requires additional time for analytical review and comment, the Commissioners and the Secretariat should be apprised of when comments may be expected.
This paper is tentatively scheduled for affirmation at an Open Meeting during the week of January 21, 1980.
