Dear Mr. Partlow:

This is in response to your letter of November 14, 1979, in which you stated that changes in ICA 1 and MBA 3 and the creation of ICA 6 should be reported under the provisions of 10 CFR 70.32.c as well as included in the revised FNMC submitted to your office for review on 1/25/80.

The revised Chapter 2 enclosure does not decrease but rather increases the effectiveness of the material control and accounting program and as such is within the guidelines of 10 CFR 70.32.c. (1).

We consider the attached enclosure to contain in-formation as specified in 10 CFR 2.790 and is there-fore not to be placed in the Public Document Room.
