meaning of the following NRC regulations:
10 CFR 40.4(h), 10 CFR 40.4(k),
and 10 CFR 40.13(b).
In addition, you requested to know, in the event no written interpretations have been made, if the Commission has made the specific authorization in writing provided for at 10 CFR 40.6.
