Application for Amendment of Certificate of Compliance 9009, FL-10-1 Shipping Container The Uestinghouse Electric Corporation hereby requests an anendment to Certificate of Compliance No. 9009 for the FL-10-1 shipping package to authorize shipment of Uranium-Plutonium oxide as described below:
1) add the following paragraph to Section 5 b) 1:
"VI.
Mixed U-PU oxide interspersed with graphite or silicon carbide plus plastic packing".
2) add the following paragraph to Sb) 2:
"IV.
300 grams fissile material" According to the general licenses provided for in 10 CFR71.ll a) 2 ii, and iii, shipment of 300 grams or greater of plutonium and uranium is permitted per shipping container.
Each FL-10-1 shipping container with a diameter of 22.5 inches gives a projected surface area of 2.76 ft2 With this surface area per container and 300 grams of fisgile material, a projected surface density less than 100 grame/ft' occurs.
Therefore, an infinite planer array of these shipping containers would be nuclearly safe (reference Docket 70-1143 Revision 5 July 1979).
A check in the amount of $690.00 payable to the U.S. Nuclear Regulatory Commission is included as payment of the f ee required by 10CFR170.
