Dear Sir:

Sub jec t: Anchor Bolt Replacement at Vermont Yankee This letter serves to document a conversation between Mr. L. Tripp and D. E. Moody regarding the anchor bolt replacement program at Vermont Yankee.

As discussed during the telephone call, the anchor bolts associated with two hangers located on two 8" RHR lines which crossoonnect the RHR system to the spent fuel pool cooling system will not be inspected and/or replaced in the timeframe commited to in Reference (b).

The subject hangers are located in the vicinity of the Reactor Protection System (RPS) instrumentation racks. Previous attempts to accomplish work on seismic hangers in this area resulted in a reactor scram and, therefore, we feel there is unacceptable risk associated with attempting to work on these hangers again while operating at full power.

Although the lines are designated as seismic category 1, they are not considered part of an emergency core cooling system.

All the bolts have been visually inspected and appear to be properly installed and functional.

We commit to inspecting and/or replacing these anchor bolts during any unscheduled outage but no later than the date of the power reduction (rod

'M pattern adjustment) tentatively scheduled for April 5,1980.
