In cordan e ith our previous discussions and the January 14, 1980 me orandum understanding between our agencies, I am enclosing a list-ing of the sites to which FEMA should give priority in making independent estimates of evacuation times around nuclear power facilities.
In consideration of FEMA resource limitations, our memorandum of understand-ing calls for FEMA to evaluate only 12 sites during FY 1980. The enclosed list, however, includes the additional sites for which NRC requests priority attention as FEMA resources become available to complete estimates for all plants in operation or in the licensing process.
The sites on the enclosed list were selected because they were in high population areas or were thought to involve special evacuation considerations.
Higher priority was generally given to those sites with high population densities near the nuclear power facility or where an upcoming regulatory decision would benefit from having a completed FEMA evaluation.
