Dear Dr. Ahearne:

The Advisory Co:nnittee on Reactor Safeguards held its 233th meeting in h hington, DC on February 7-9, 1980.

Items considered at this meeting are sunnarized below:

The Com"ittee completed its review of !!UREG-0525, Siting Policy Task Force neart and orepared a report to tac on this subject.

The Committee prepared a letter regarding the Cocnission's actions relating to 11UREG-0660 Draf t 2, Action Plans for Implementing Recomendations of the Prealde_nt's Comnission and other Studies of the Tt11-2 Accident.

The Conmittee completed its review of the proposed IJRC Acceptance Cri_teria, for the flar_k I Containment Long Term Progra3 and prepared a report to IGC on this subject.

The Committee completed its annual report to the Congress on the NRC's Safety Research Program. Copies of this report have been sent to you.

The Committee prepared a letter to the Cottraissioners regarding the Qualifi-cations of_ Radioactive Waste System Operating Personnel for nuclear power plants.

The Committee prepared a response to Representative !!arris K. Udall's ques-tions relating to the consistency of actual compona:2 failure experience with that projected in KEl-1400 and probabilistic analysis of selected incidents at the Davis-Basse and Rancho Seco nuclear stations.

Tha Cotulttee prepared a memoranJum to the Acting Executive Director for Operations noting reports of cracks in Westinghouse low-pressure turbine disk nesemblics, and requastira that the !!RC Staff reevaluate the probabil-ity of failure and consequances froa turbine missiles.

The Coulttee met with members of the IGC Staff to discuss the implementa-tion of the TMI-2 Bulletins and Orders. Additional review of this mtter is to be continued daring the 239th ACR3 neeting.
