Dear Governor Grasso:

Thank you for your letter of February 6,1980, requesting the Nuclear Regulatory Conmission (NRC) to detail a radiation specialist to the State of Connecticut for two years under the Intergovernmental Personnel Act (IPA) of 1970. We will be pleased to investigate the possibility of such an assignment.

Under Federal regulations governing IPA assignments, employees detailed to a State do not count against our personnel ceiling if the State agrees to reimburse NRC for at least 50 percent of the employee's salary.

There-fore, because of our own tight personnel ceilings, we would expect the State of Connecticut to agree to such a reimbursement. This would permit us to hire a replacement to fill the position vacated by the IPA assignee.

The reimbursement would amount to approximately $15,000 to $20,000, depending on the salary of the individual who is selected.

Mr. Frank W. Young of our Office of State Programs will be responsible for following up on your request.
