Dear Ms. Bennett:

Thank you for your letter dated September 16,1979 (but postmarked February 20,1980) which requested that a local public document room (LPDR) be established in Indianapolis.

I am pleased to respond to your request.

The Nuclear Regulatory Commission (NRC) establishes LPDRs in the immediate vicinity of proposed and operating commercial nuclear power plants to provide local citizens, those most likely affected by the plant, with access to documents generated in the NRC's licensing, hearing and inspection processes.

LPDRs have been established for the Bailly and Marble Hill facilities at the locations on enclosure 1 to this letter.

Both LPDR document collections are well maintained and heavily used by local citizens, the news media, and other groups.

Copying facilities are available at both libraries.

The Nuclear Regulatory Commission recognizes that public participation and understanding are necessary cornerstones for effective regulation of nuclear energy, and encourages meaningful public participation in the regulatory process. We have received letters and costcards from other citizens in Indianapolis who have also expressed an interest in documentation concerning the Bailly and Marble Hill facilities. We have spoken to several of the people who have written, and have made arrangements with Mr. Ray Gnat, Director, Marion County Public Library, to maintain copies of the NRC's inspection reports and related correrperdence for both facilities and a listing of the publicly available documents. These will be keot at the Library, and you may refer to the listing to see the documentation available for public inspection and copying at the Chesterton and Madison local public document rooms. At such time as the application submitted by Public Service of Indiana for operating licenses for Units 1 and 2 of the Marble Hill Nuclear Generating Station is accepted for review, the Nuclear Regulatory Commission will provide an opportunity for intervention and a public hearing concerning the issuance of the licenses.

We will reevaluate the feasibility of making additional documentation available at the Marion County Public Library should there be a oublic hearing and intervention in the proceeding from the Indianapolis area.

For your information, the complete LPDR for the Bailly and Marble Hill facilities now total spentimately 20- and 30- shelf feet respectively.
