Dear Sir:

Three Mile Island Nuclear Station, Unit II Operating License No. DPR-73 Docket No. 50-320 Radwaste Shinments This letter is forwarded to report the status of actions taken in response to your letter (NRC/TMI-80-036) of February 23, 1980.

Various tasks have been completed and efforts are continuing to achieve full compliance with NRC IE Bulletin 79-19.

The training program and audit results are discussed in Attachment 1.

All items required by IE Bulletin 79-19 are essentially complete for TMI-I. provides a discussion of each specific item.

It is requested radwaste from Unit I be released for ship-ment.

TMI Unit II is in the process of completing personnel training requirements.

Although the majority of training is complete, it is projected full compliance will be achieved in' April.

Attachmer.t 1 discusses the status of each area.

Additional correspondence will be forwarded requesting release of Unit II shipments as soon as compliance with IE Bulletin 79-19 is achieved.

Approval of three specific radwaste shipments as requested in MET-ED letter TLL-110 dated March 7, 1980 was gained.

One of three (3) shipments has been made.

The remaining two are projected to occur by April 9, 1980.

Permission is requested to ship two (2) more spent resin liners in addition to the initial three (3).

Table 1 provides a list of individuals involved in these additional ship-ments.

As discussed in our March 7 letter, these individuals have been trained according to IE Bulletin 79-19 requirements.

TLL 144 ATTACHMENT 1 RADWASTE SHIPMENTS TMI I and II Compliance with IE Bulletin 79-19 This attachment documents the status of compliance with IE Bulletin No. 79-19.

In particular three specific items (Nos. 5, 6, and 8) are discussed since these areas were identified as being deficient in NRC letter NRC/TMI-80-036 dated February 23rd, 1980.

The response to each item is broken down to allow a more precise review by you and your staff.

ITEM 5 Provide training and periodic retraining in the DOT and NRC regulatory require-ments, the waste burial license requirements, and in your instructions and op-erating procedures for all personnel involved in the transfer, packaging and transport of radioactive material. Maintain a record of' training dates, atten-dees, and subject material for future inspections by NRC personnel.

STATUS:

As stipulated in the February 23rd, 1980 NRC letter from Mr.

J. T. Collins, Met-Ed committed to having all Unit 1 personnel trained by March 14th, 1980. This is complete, thereby achiev-ing full compliance with our February 19th,1980 commitment.

More details of this specific item including TMI Unit II status can be subdivided into the following specific areas:

The established training course is in full compliance.

Maintenance of Training Records Status:

Unit I full compliance Unit 11 full compliance Note that Unit II is providing this training to supervisors and foreman to insure full compliance and e.sareness of ship-ping requirements. This involves a relatively large number of individuals. The satisfactory completior. of this training has taken longer than originally projected.

TLL 144 ITEM 6 Provide training and periodic retraining to those employees who operate the processes which generate waste to assure that the volume of low level radio-active waste is minimized and that such waste is processed into acceptable chemical and physical form for transfer and shipment to a radio-active waste burial facility.

As stipulated in our February 19th meeting and documented in NRC letter TMI-80-036 of February 23rd, 1980, individuals directly involved in aste processing systems have been trained in proper operating techniques (For ex-ample: Inplant Radwaste Systems in Unit I and EPICOR II in Unit II.) Much more general training in the area of volume reduction, and proper waste packag-ing and handling is being provided as follows:

The General Employee Training (CET) program is now providing this a.

training to all new employees reporting to TMI. This was institut-ed on February 19th, 1980.

b.

A recall program has been implemented to retrain all personnel in practical factors of Radiological Controls. This program includes the elements of waste minimization and proper packaging and handling.

Because of the large number of personnel involved in this program, it is expected to be completed in July 1980. The periodic (annual)

GET retraining program now includes these factors.

c.

In addition to the training discussed in (a) and (b), Health Phycies personnel undergo a cyclic training program which covers all phases of their responsibilities.

Incorporated into this program includes volume reduction and waste packaging and handling.

Conclusion:==

This item was not exclusively identified as a non-compliance _

item.

It is judged the action taken is more than satisfactory to comply with the IE Bulletin requirements.

ITEM 8 Perform, within 60 days of the date of this bulletin, a management-controlled audit of your activities associated with the transfer, packaging and transport of low level radioactive waste. Maintain a record of all audits for future inspections by NRC and DOT inspectors.

(Note: If you have an established audit function and have performed such an audit of all activities in Items 1-6 within the past six months, this audit requirement is satisfied.)

Status:

A QA audit (S-TMI-80-04) was conducted during the period of February 24th to 29th, 1980. This audit was specifically tailored to examining items discussed in IE Bulletin 79-19.

The findings of the audit have been reviewed with minor cor-rective action such as an update to the organizational chart in progress.

Conclusion:==

Completion of this audit satisfies IE Bulletin requirements.

The majority of the findings have been resolved with only minor items remaining.
