Dear Lee,

A nuclear power plant is under construction in the county just east of Columbia. The Callaway I is scheduled to begin operation in 1982. I spend much of my time on a farm seven miles from the pl, ant and am concerned about the safety regulations under which the plant will be operating. My major concern is the proposed evacuation plan l' in case of a nuclear accident at Callaway I. Under new federal guidelines, all residents living within a ten-mile radius of a nuclear

, plant must be notified within fifteen minutes of an accident at the )

plant. There are ten-thousand people living within that ten-mile.

radius surrounding Callaway I. Many of those pecple are rural dwellers.

We on the farm are outside almost all day and there would be virtually no way to get word to us, or most of our neighbors, in that allotted fifteen minutes. If this guideline is to be enforced, then it is difficult for me to undentand how it would be legal for Callaway I to be licensed to operate.
