This refers to your application dated fiovember 29, 1979, for authorization to stom uranium in East St. Louis, Illinois.
Item 3 of Supplecent Sheet 5 of your application states that " Prior to receipt of the initial delivery of source material for storage at the facility, written procedures will be supplied to Bee Industries detailing exactly how the containers are to be physically handled." U2 need copies of these procedures including emrgency procedures and radiation safety procedures for the East St. Louis site in the form in which they will be given to personnel for our revi,ew prior to issuance of the license.
In Supplement Sheet 5, you state that "Each package received for storage i
will be monitored by Bee Industries personnel when received for excessive surface contamination." Please provide us with copies of the specific procedures for this survey including masurement of samples, acceptable limits for tne survey, and action which will be taken if the survey limits are exceeded. !!otification of Region III is not, by itself, an acceptable action. We need to know what action will be taken by you if the acceptable contamination limit is exceeded.
In Supplemnt Sheet 6, you indicate that Mr. Janes Ellis and another Bee '
Incustries person shall be instructed in use of tne survey meter, nature of tne source material, and all other items required in 10 CFR 19.12.
We need to know the specific topics which will be covered in training, the tir.e which will be spent on each topic, and by whom the training will be conducted. Please provide information concerning the means for providing these individuals with actual experience in making radiation t
measurements.
