W Daniel R. Muller 500 Mayo Road Acting Director-Glen Burnie, Maryland 21061 Division of Site Safety and March 29, 1980 Environmental Analysis, Office of Nuclear Reactor Re8ulation, U.S. Nuclear Regulatory Commission, Washington, D.C. 20555 Dear Sir; We had the experience of attending the meetings at Middletown, Pa. and Baltimore regarding public input to your proposed Environmental Impact Statement to the TMI cleanup operation. Although the meetings in Baltimore were perhaps a little mild after Middletown, we want you to know that our concerns, our fears, and our fmstrations are just as real and just as great as theirs. We know that what happens to these people, happens to us.

We all live in Middletown!

We are not nuclear power experts. We are laymen who have not been convinced, in spite of all the propaganda, that nuclear power is safe. We can understand the fact that we are exposed to radiation from normal background sources such as being in Denver flying in airplanes; and living in stone houses. And when those sources of radiation start requiring elaborate evacuation plans and millions of dollars in insurance to protect the public, then we will focus our protests in that direction.

The message we got from listening to the people of Middletown is the same message we have heani over and over for the past year. This message we are giving to you again and again...WE DON'T WANT ANY IMPACT 'IO THE ENVIPCNMENT from the clean-up operation at Three Mile Island! ZERO ENVIRCNMENTAL IMPACT!

We believe that the nuclear industry has already impacted the hell out of our environment, not only for us, but for generations to come.

Three Mile Island must remain closed! Not only to protect the people of the area, but to serve as a warning to the operator's of the other reactors...

that if it happens to your plant....you too will be shut down...permanentlyl It has become obvious that the clean-up operation at TMI is a trial-and-error situation. You are using TMI as a training site for experimental equipment for a heretofore un-experienced accident. When this clean-up is completed, with NO impact on the environment, we urge you to then continue to use the site for qualifying your de-commissioning procedures. They must be proven safe and sound before they are needed. Now is your chance to use these procedures on a complete plant that is no longer needed or desired.

Don't pass up this opportunity!

The people of 72 Middletowns are depending on you.
