Dear Mr. Seidle:
On January 7, 1980, Mr. M.E. Clark advised Mr. W.A. Crossman that a number of concrete test cylinders from the Wolf Creek Project had been tested on a new Tinius-Olson test machine using a twelve-inch head, whereas a head no larger than ten inches should have been used.
Our investigation into this matter has not been completed, however, our preliminary conclusion is that use of a twelve-inch head does not significantly affect the indicated concrete cylinder strength and that any slight error which may have been introduced is in the conservative direction.
It is also our preliminary judgment that had this error not been discovered, no reduction in the safety of operations, throughout the life of the unit, would have resulted and, therefore, regulation 10CFR50.55(e) is not applicable.
We expect to conclude our investigation and report further on this matter by April 1, 1980.
