Dear Mr. Adragna:

On February 22, 1980, representatives of PGandE surveyed the files of intervenor City of Roseville.

As you will recall, the purpose of this survey was to verify that the document discovery that the NCPA performed on its own is as comprehensive as the discovery that PGandE would have performed pursuant to the so-called " green dot" process.

In Roseville we surveyed the files of the City Clerk, which you represented contained the bulk of the files relating to Roseville's electric business.

The survey itself consisted of two parts.

Part one was a close reading of the files that you and your associates had reviewed fc. documents responsive to our document request.

The second par

-f the survey was a review of the files that you and your assocs..ces determined contained no relevant material.

As you know, we discovered some omissions from discovery.

I expressed our concern to you that the omitted documents seemed to fall into certain categories.
