W The letter dated August 7, 1978, from Robert Reid
..o J. J. Mattimoe requested that SMUD initiate appropriate corrective action that would enhance the existing radiation sensing system to detect a one-gallon-per-minute leakage of reactor coolant into the Reactor Building. We propose the following modifi-cation.
In addition to, and in conjunction with, the present system which monitors the reactor containment atmosphere, the District will install new instrumentation to satisfy the capabilities stated in your letter.
(1) A new gaseous monitor will be installed that overlaps and covers the range immediately above the existing monitor.
(2) A new particulate monitor will be installed that overlaps and covers the range immediately above the existing monitor.
(3) A new filter monitor will be installed having a single channel analyzer that will be adjustable to monitor a particular isotope that will be indicative of reactor coolant leakage.
This modification requires extensive material acquisitions, design evaluations and installation scheduling that will extend the time period for an operable system beyond your stated implementation date.
The District will have the system described in this letter operable prior to October 1, 1979.
