Dear Mr. Purple:
Rancho Seco Nuclear Generating Station Unit 1 Docket No. 50-312 The information which you sent us in your letter of February 28, 1975 has been reviewed. Our present Technical Speci-fications have the " Control Room Ventilation System" and " Hydrogen Purge System" sections. The Rancho Seco Technical Specificatf.G correspond to these sections as " Emergency Control Room Filteeing System," Section 4.10, " Hydrogen Purge Eystem," Section 4.4.'. and
" Reactor Building Purge Filtering System," Section 4.11.
The technical content of each of the above section:. you sent us has been found to be less restrictive for D0P and halogenated hydrocarbon removal efficiencies. Our present specifications require 99.9% and 99.5% respectively -- well d ove your suggested efficiencies of 99% for both tests.
The maximum pressure drop across the Rancho Seco ! EPA and charcoal absorber banks is to be measured less than three inches of H 0 This is half the permitted pressure differential of six inches allowe$.
in the STS requirements. Many specifications would require redesign of the Rancho Seco ventilation system to meet the surveillailce and testing requirements. We have determined that the importani specifica-tions and calibrations required in your correspondence have already been included in our present Technical Specifications and speci11cally the testing standards of ANSI-N101.1-1972, ANSI-N45-8.3 and Reaulatory Guide 1.52, " Design, Testing, and Maintenance Criteria for Atmospnere Cleanup System Air Filtration and Absorption Units of Light-Water-Cooled Nuclear Power Plants" are being complied with where applicable.
Additionally, the information you sent us is in the Standard l
Technical Specifications terminology and we would not want to revise l
the Technical Specifications to this terminology without a major l
review of the complete document.

may introduce considerable confusion.
Ilowever, we would propose that the above-mentioned specifications be incorporated into the Rancho Seco Unit One Technical Specifications where applicable, short of redesigning or inodification of the present system and include all j
the Rancho Seco nomenclature.
The revisions will be completed, reviewed and approved by the Audit Committees about mid-May.
You should receive the proposed amendment to the Rancho Seco Technical Specifications prior to May 23, 1975.
