U. S. Nuclear Regulatory Commission Washington, D. C.
20555 Docket No. 50-312 Rancho Seco Nuclear Generating Station, Unit No.1
Dear Mr. Reid:
This letter is to notify you that the Sacramento Municipal Utility District has completed the modifications to Rancho Seco Unit No.1 for compliance with 10 CFR 50, Appendix K.
Figure 1, taken from ou submittal of January 13,1976', shows the line which has been installed between the makeup line and pressurizer liquid sample line. This line provides a flow path from the makeup pump i
through the pressurizer into a hot leg and then into the reactor vessel.
The details of this made of operation are described in our submittals of January 5, and 13,1976.
A second mode of operation has been implemented and is as described in our submittal of May 8,1975. This mode provides gravity draining from a hot leg through the decay heat suction line to the reactor building sump. These two modes of operation collectively provide a single failure proof means of providing long-term cooling following a loss of coolant accident.
Operating procedures for these two modes of operation have been written, approved, and implemented at Rancho Seco Unit No.1.
At the first refueling outage for Rancho Seco Unit No.1, further modifications will be made to eliminate the necessity of operating manual valves in the above two modes of operation. At this time, as shown in Figure 2, a drain line will be installed off the decay heat suction line to the reactor building emergency sump. This line will contain a single motor operated valve and a flow indicator with readout in the control room. This line will be installed between the two existing motor operated isolation valves in the decay heat suction line.

q Mr.-Robert W. Reid March 11, 1976 As also shown in Figure 2, a motor operator will be installed on the auxiliary spray line valve and the high pressure injection line valve, both inside the containment, to implement Mode 3 operation as i
originally described in our submittal of May 8,1975.
This will provide two modes of operation for long-term cooling, neither of which require manual valve operation. Operating procedures will be written and imple-mented when this modification is made.
Sincerely yours, t' - ['&
