QA Program

Dear Mr. Kuzmycz:

A comparison was recently completed of the present Quality Assurance program implemented at Ft. St. Vrain with .espect to the QA Program described in the FSAR. As a result of this comparison a number of areas were identified where the present QA program is not specifically performed as stated in the FSAR. These areas can be generally catagorized as follows:

A. The FSAR does not indicate the present administrative organization and corresponding titles.

B. Current job responsibilities are not accurately indicated in the FSAR primarily because of organizational changes.

C. Quality Assurance procedure and subtier document changes have been made over the past several years which reflect a restructuring of duties to meet the needs of Ft. St. Vrain as it progressed from construction and start-up testing to an operational facility.

These items reflect minor differences with statements made in the FSAR and do not represent a deviation from its basic intent. A safety evaluation of the comparative differences in the QA programs was compiled and presented to the Plant Operations and Review Committee (PORC). Their review resulted in a detennination that thse differences are not safety significant and do not represent an unreviewed safety question.

Public Service Company is currently in the process of revising and updating the FSAR. A rewrite of the Quality Assurance program including those items reference in this letter will be submitted with the updated FSAR. Please let me know if this is acceptable to you.
