Gentlemen:

After reviewing your letter of December 19, 1979, and re-examining our latest schedule for implementing the Unit-1 and Unit-2 fire protection modifications, we cannot, at this time, commit to having all fire pro-tection modification complete by ' October 1,1980. The review of our schedule revealed that prior to October 1,1980, all Unit-1 and Unit-2 modifications will be complete with the exception of Unit-2 SER Items 3.14 and 3.18. The engineering for item 3.18 (Reactor coolant pump oil collection system) is presently complete and will be submitted to the NRC for review in our response to your letter of December 17, 1979.

However, the hardware modifications for this system cannot be made with-out Unit-2 being in cold shutdown, which at this time is scheduled for liarch,1981, when the Unit will come down for refueling.

In the meantime, the RCP oil collection system is being prefabricated in order to be available should ANO-2 experience an unscheduled cold shut-down of sufficient duration prior to March 1981.

The smoke detector system for Unit-2, SER Item 3.14, is presently still being developed. Once the engineering is complete for this system, the material will be ordered. Upon acquiring this material, the detectors and associated wiring will be installed. This phase of installation should be complete prior to October 1, 1980. The alann panels for the detectors are to be installed in the Unit-2 car;rol room. To install the panels, the Unit will need to be in cold shutdcm which, as stated before, is not scheduled until March 1981. As with Unit-2 SER Item 3.18, should Unit-2 experience an unscheduled outage of sufficient duration prior to the MEMBEH MOOLE GOUTH UTIUTIES SYSTEM u 8004010 9 6(o

' installed, and the system will then be tested.

In the past, we have done our best to design and ' install a fire protection system to meet all requirements as outlined in the ANO-1 and ANO-2 Fire Protection SER's. By your target completion date of October 1, 1980, we l will have completely installed all Unit-1 and Unit-2 modifications with '

the exception of the two before-mentioned items. We do not feel that_ the six-month delay in installing these items, as we have proposed, will cause any undue safety risk to the plant personnel or general public. For this reason, we do' not feel an additional shutdown prior to our March refueling outage is justifiable or necessary just to make these two modifications.
