T. Collins, Deputy Director U. S. Nuclear Regulatory Commission c/o Three Mile Island Nuclear Station Middletown, Pa. 17057
Dear Sir:
Three Mile Island Nuclear Station, Unit II (TMI-2) Operating License No. DPR-73 Docket No. 50-320 Radiation Monitoring System AM-5 As discussed in a telephone conversation between R. Heward (GPU) and Claude Rowe (NRC), Met-Ed/GPU has considered carefully the NRC suggestion that we utilize the data from AM-1 thru 4 for the quantification of radiogas releases rather than the data from AM-5. We feel that it is technically preferable to utilize the AM-5 channel, for the following reasons:
- 1) The errors involved in averaging the data from three monitors are far greater than the errors from one monitor. These errors are further magnified by the fact that under normal conditions, three out of four operating monitors are changed from time to time (i.e.,
number 4 is shut down and number 1 is started).
- 2) The error involved with the air flow measurement in one plenum is far less than the error involved in the air flow measurements from three vents.
- 3) The factory calibration for the Victoreen AM-5 monitor gas channel is traceable to NBS Krypton ar.J Xenon standards because of the standard way that the operating voltages are set at the factory.
Enclosed is a set of standard response curves that are traceable to each Victorcen monitor utilizing. Model 841-30 gas sampler and a Model 843-20 beta scintillator detet tor (such as channel AM-5). (Memo from S. Porter to J. Brummer dated February 14, 1980 concerning Kr-85 Sensitivity for Unit II Radiogas Effluent Monitors.)
- 4) In May of 1979, channel AM-5 was cross calibrated with Xenon gases which were counted in the SAI Ge(li) multichannel analyzer system by SAI personnel. This calibration is further verification of the applicability of the Victoreen point source calibration with AA
