Request for Informa-tion Regarding Evacuation Times Clinton Power Station Units 1 & 2 Docket Nos. 50-461 and 50-462 Construction Permits No. CPPR-137 & CPPR-138 This reply to the reference letter provides the information re-quested regarding evacuation times for the Clinton Power Station.

The six items of required information are addressed below.

Item 1 Evacuation times have been estimated for the following areas:

Distance Area Evacuation Times (hours) 2 miles two 1800 sectors Northeast Southwest Sector Sector 5 miles four 900 sectors North 4.3 South 3.0 East 3.5 West 3.3 10 miles four 90 sectors North 3.1 South 4.0 East 5.4 West 6.8 The times and the sectors appear on the accompanying map.

These times are for a general evacuation of the population.

An adverse weather estimate is not provided, due to the difficulty of defining adverse weather conditions and the lack of a model which takes adverse weather

Item 2 9

The-John Warner Hospital in Clinton, Illinois is the only special facility within a 10 mile radius of the Clinton Power Station.

The hospital administrator has a word-of-mouth agreement with hospitals in Springfield and Decatur concerning evacuations, but no formal plans exist.

Illinois Power Company (IP) is working with the local 8004010328

e Mr. Brian K. Grimes March 24, 1980 Emergency Services and Disaster Agency (ESDA) representative to formulate evacuation plans.

The hospital is small, with 52 beds.

An estimate of evacuation time would be around 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br />, with ambulances and emergency vehicles coming from Decatur, Springfield, Lincoln and Bloomington, if necessary.

Item 3 Confirmation of evacuation would be done by state police and the county sheriff.

This could take several hours.

Item 4 According to area ESDA officials, evacuation notification as presently planned is carried out with the " Paul Revere" method.

Times vary according to available manpower.

The county sheriff and the state police would accomplish this.

Most likely, the rural area notifica-tion would take up to 20 minutes for a 5 mile quadrant and up to an hour for a 10 mile quadrant.

The model used to estimate evacuation times uses a parameter which includes delays and notification times.

Item 5 The Clinton Power Station cooling lake (Lake Clinton) will provide some public recreational opportunities Since the lake was only re-cently opened for these activities, accurate data concerning usage is not yet available.

Illinois Power Company is working closely with the Illinois State Department of Conservation to develop methods of evacuat-ing the recreational area.

Evacuation of the recreation area should not pose any unique problems.

Item 6 - Background Information The information in this letter was prepared using the report,

" Evacuation Risks - An Evaluation," by J. H. Hans and T. C. Sell, dated June 1974.

This is a U.S. Environmental Protection Agency (EPA) docu-ment, EPA 520/6-74-002.

The model cited in the EPA report was developed by Dr.

R. W.

Houston of the USNRC.

The data used in the application of this model was taken from the Clinton Environmental Report.

The evacuation routes were taken from maps of the area.

No formal evacuation routes have been planned yet, although ESDA will be doing so.

It should be noted that 72% of the population within 10 miles of CPS lives in'the following five towns:

Weldon 600 people 5.3 mi. ESE Clinton 7,800 people 6.3 mi. W Wapella 600 people 7.4 mi. WNW TOTAL.

Mr. Brian K. Grimes March 24, 1980 The total population within the 10 miles radius is 12,986.

Outside of the towns, the population density of the area is 12 people per square mile.

There are no natural or man-made obstructions to evacuation routes in any quadrant.

Also, as can be seen on a map of the area, the roads form a fairly regular rectangular grid, with approximately one-mile spacing.

Thus, once notified, the residents in the rural areas should have no trouble evacuating.

The mode of evacuation will be private automobiles.
