NRC STAFF RESPONSE TO APPEAL BOARD'S MEMORANDUM AND ORDER OF MARCH 3, 1980 On March 3, 1980, the Appeal Board issued a Memorandum and Order in this proceeding, in which it directed the Staff to:
- 1) furnish a more complete explanation of how the Staff constructed and would justify the crack growth rate curves that it employed in the analysis previously submitted to the Appeal Board and 2) inform the Appeal Board as to how soon the Staff expects to be able to furnish it a more definite statement of whether, and to what extent, the Staff's earlier testimony cn turbine missiles has been affected as a result of the discovery of the disc cracking phenomenon. The Staff's response to the first matter is contained in the attached Affidavit of Warren S. Hazelton, with attachments. With respect to the second question, the Staff has, with one exception, previously indicated that the recent information regarding turbine disc cracking will not appreciably change the Staff's estimate of turbine missile risks for North Anna Units 1 and 2.

The one key factor that is still undetermined, and which could affect the Staff's testimony, is the frequency of inservice inspec-tion of the North Anna turbines. The Staff position regarding the frequency 8004010311 I

the time that such inspection schedules are developed and incorporated into the licenses as technical specifications for the North Anna units, the Staff will also be able to indicate whether any changes are necessitated in the Staff's testimony regarding the effects of turbine missiles.
The Staff has recently sent out requests for information regarding turbine cracking to licensees of operating reactors. The Staff will evaluate the responses to the questions, to determine whether any of the material contained a
in them is relevant and material to this proceeding.
If relevant and material information is received, it will be forwarded to the Appeal Board.

I am a Section Leader, Engineering Branch, Division of Operating Reactors of the United States Nuclear-Regulatory Commission.
I am responsible for reviewing materials related to aspects of operating nuclear power plants, including the North Anna Unit 1 facility.
A copy of my professional qualifications was previously submitted to the Appeal Board as an attach-ment to the letter from Daniel T. Swanson dated February 19, 1980.

I authored the attached document entitled " Derivation of Turbine Disc Crack Growth Rates for North Anna Unit 1," dated March 24, 1980, with attachments.
