Dear Mr. Harkawik:
This is in reply to your letter dated February 27, 1980, in which you requested, pursuant to the Freedom of Information Act, copies of four categories of documents concerning staff comments on Draft Environmental Impact Statements written by Oak Ridge National Laboratory or Argonne Laboratory which relate to the location, design, capacity or construction of cooling water intake structures.
In partial response to your request, copies of the documents listed in Appendix A are enclosed (total 26 pages).
Copies of the documents are also being placed in the NRC Public Document Room located at 1717 H Street, N.W., Washington, DC.
The charge for reproducing records not located in the NRC Public Document Room is ten cents ($0.10) per page, as specified in 10 CFR 9.14(b), a copy of which is enclosed.
Appendix A, documents 1, 2 and 3 relate to item 1 of your request.

With respect to items 3 and 4 of your request, it is estimated that twenty-four hours or more of professional search time will be required '
to search the NRC's files for all documents subject to your request.
The Commission's regulations pcrtaining to charges for searching for records pursuant to the Freedom of Information Act are specified in 10 CFR 9.14.
Since the fee for searching by professional employees is
$12.00 per hour, the estimated cost of locating records subject to your request is $288.00.
We will be pleased to meet with you to discuss your request or how the scope of your request might be modified or limited in order that it might be processed more expeditiously.
