Dear Mr. Giambusso:

The District has reviewed your letter of October 9,1973 and WASIl-1270, " Anticipated Transients Without Scram for Water-Cooled Power Reacters." Appendix B to WASH-1270 identifies plant status, and we concur that Rancho Seco Unit No.1 is a Category C plant.

Babcock & Wilcox has a topical report on file (BAU-10016,

" Analysis of Anticipated Transients Without Trip," September 1972) with the AEC regarding the analysis of this type of transient, and B&W has already J

begun discussions with the Regulatory Staff on further effort; to meet the criteria set forth in the above AEC report. A second report will be i

prepared by B&W following completion of those additional analyses agreed j

to by B&W and the Regulatory Staff as being necessary to satisfy the ATWS criteria. When completed, this report will be submitted to the AEC for 3

Rancho Seco Unit No. 1.

Since B&W is dealing with ATWS on a generic basis with the Regulatory Staff, it is our understanding that we should not receive any questions on ATWS until this generic review is completed, j
