Dear Mr. Reid:
The Sacramento Municipal Utility District has recently been appraised of damage to the reactor vessel material surveillance holder tubes which has occurred in other Babcock & Wilcox reactors.
At this time we are preparing for an inspection of the surveillance holder tubes in Rancho Seco Unit tio.1.
Until the results of this inspection are analyzed, we are not prepared to discuss the details of a fix to these tubes. However, we will desire to operate Rancho Seco Unit No.1 for the remainder of fuel cycle No. I without serveillance capsules and push rods in the surveillance tubes. Therefore, in accordance with 10 CFR 50, Paragraph 50.12, the District is requesting an exemption from the requirements of 10 CFR 50, Appendix H, which will allow operation of Rancho Seco Unit No.1 with the surveillance specimens removed frca the reactor vessel. Also, in accordance with 10 CFR 50, Paragraph 50.90, the District requests the Rancho Seco Unit No. I Technical Specifications be revised to allow surveillance specimen withdrawal at this time for the remainder of fuel cycle No.1.
The attached proposed Technical Specification replacement pages show this change.
During the initial start-up of Rancho Seco Unit No.1, the District installed an experimental device for Babcock & Wilcox to determine the amount of vessel flange rotatiCn and resulting internal clamping forces during heat-up of the reactor and internals.
The District desires to remove this device during the present outage and in so doing will remove one vent valve thermo-couple which was installed in a uaiqua configuration for this experiment.
The District desires the flexi'oility cf operating Rancho Seco Unit No. I without vent valve thermoccupies installed.

2 Mr. Robert W. Reid April 8,1976 Therefore, we are requesting an addition to the Technical Specifications as shown on the second atta hment. This additional Technical Specification will require inspection of the internal vent valves during each refueling outage as described in your letter to the District dated liarch 16, 1976. This will eliminate the necessity to assume a flow penalty in our operating procedures,as is nct; 1equired, as a result of removing the vent valve thermoccuples.
The attached report provides the justification for operation of Rancho Seco Unit fio.1 during the remainder of fuel cycle No. I with the surveillance specimens removed.
Your pronpt attention to this request for exemption and the proposed Technical Specification changes is requested since our present schedule for resumption of operation is April 20, 1976. Two additional signed and notarized originals of this letter and 37 copies are enclosed.
