Dear Mr. Schwencer:
Transmitted herewith are ten copies of a PROPRIETARY Babcock & Wilcox letter report entitled, " Proprietary Letter Report on Classification and Selective Loading of Fuel for Rancho Seco-Unit One".
This report describes the fuel classification procedures and demonstrates how the classified fuel can be acconnnodated in the Rancho Secc-Unit One fuel loading plan without altering fuel performance or reactor operation.
The jetails of this report are not available in the open literature and disclosure would provide knowledgeable individuals with information which might impair Bab-cock & Wilcox's competitive position in this regard.
This report is applicable only to Rancho Seco-Unit One.
