Dear Mr. Giambusso:
The operating license for Rancho Seco Unit No. I was issued on August 16,1974, with initial criticality occurring on September 16, 1974.
Based on these events, we did not obtain our baseline inspection prior to initial operation and therefore are covered by Section D.2 relative to the time period before our first baseline inspection.
We are concerned that this may impose an extreme economic burden on our company since this inspection would necessitate an extended outage prior to our first refueling period.
To avoid this undesirable economic impact, we would propose that our initial baseline inspection be deferred until the. first refueling outage unless one of the following conditions exist:
1.
An unscheduled inspection is required per Regulatory Guide 1.83, Position C 6e, which states that inspection should be conducted in the event of:
A.
A primary or secondary leak which exceeds Technical Specifications, B.
A seismic occurrence greater than an operating base earthquake, C.
A loss of coolant accident requiring actuation of i
engineering safeguards, or l
D.
A main steam or feedwater line break'.

We have a scheduled extended outage in excess of four weeks after the plant has been in commercial operation for at least six months.
3.
A generic problem has developed with this particular type of steam generator.
We >lan to use the eddy cuirent inspection technique and will incorporate tie inspection of the steam generator tubes into our total Inservice Inspectico Program.
