Dear Mr. Giambusso:
The District herein submits the information necessary topspond to Licensing Position C, Appendix A, to WASH-1270, " Technical Report on Anticipated Transients Without Scram for Water-Cooled Power Reactors."
The Babcock & Wilcox Company has advised the District that most of the.infomation required by Licensing Position C is contained in Babcock & Wilcox Top *ical Report BAW-10016, " Analysis of Anticipated Tran-sient Without Trip.
In particular, BAW-10016, Section 3, discusses various anticipated transients and the calculated consequences when no scram action is hypothestzed. As noted in BAW-10016, Section 3, for those transients with the most severe consequences, that either Integrated Control System (ICS) runback, or consideration of some.. control rods dropping will maintain the consequences within acceptable limits. BAW-10016, Section 4.1, contains infomation which addresses Item 2, " Review of Reactor Shutdown System Design,"
in Licensing Position C.
BAW-10016 does not contain containment. pressure calculations. The transient with the highest. mass and energy release to the containment is the pressurizer safety valve stuck open, and the calculated containment pressure for this transient is less than 31.6 psig.
The Babcock & Wilcox Company has also advised the District that in December 1974-it will file ~a topical. report which addresses itself primarily to the consequences of anticipated transient without scram (ATWS) for nuclear 4
plants designated in WASH-1270 (Appendix A)-as Class B but which will contain-infomation that supplements the analysis provided in BAW-10016 for plants designated as Class C..
j The District believes that the design of Rancho Seco No.1 is such that no back f t4ng, of plant changes are required to meet WASH-1270, Licensing Position C.
