h iM December 10, 1979 Nuclear Reactor Regulation Office Nuclear Regulatory Coc: mission 1717 H. Street, N.W.
Washington, D.C.
20555 Attn: Mr. Parold R. Denton, Director
Dear Sir:
I feel that the NRC action of 11/5/79 to stop issuing construction permits and operating licenses for nuclear power plants was particularly ill-timed and ill-advised. There are seven nuclear units awaiting the licenses that would allow them to begin commercial operations. Since a typical reactor displaces about 10 million barrels of oil a year, these nuclear facilities could be helping the U.S. offset the oil we are losing because of the Iranian shut-off. Is the mining, processing, and burning of the coal needed to replace this oil less detrimental to the health of the U.S. population? I urge, therefore, that the issuing of permits and licenses be considered on a plant-by-plant basis and the general moratorium be lifted.
