Dear Mr. MacDonald:

As discussed with your Mr. R. Odegaarden on February 15, 1980, Babcock and Wilcox, Nuclear Materials and Manufacturing Division, Pennsylvania Operations (PA Ops) hereby requests a temporary authorization to ship plutonium waste under the following conditions:

a) The subject waste material is absorbed in diatomaceous earth, with assurance of no freestanding liquid.

b) The material is contained within a seamless 55-gallon polyethylene drum equipped with a 3/4" NPT poly plug and a 2" buttress plug fitted with a 2" buttress plug gasket; this sealed polyethylene drum is totally enclosed within a 00T Specification 17H 55-gallon steel drum, equipped with a standard drum closure. The polyethylene drums meet specification ICC-2SL, and have an assured minimum wall thickness of 0.030 inches.

c) A maximum of twenty-five (25) drams of the above-described packaged waste shall be shipped under this autnorization, with no drum containing greater than 60 grams plutonium. No drum was packaged later than August,1979.

In order to schedule and implement shipment of these drums, it is requested that this authorization remain in effect until March 37, 1930.

Under separate cover, PA Ops is forwarding a check in the amount of $150.00 in payment of the administrative amendment fee for this licensing action.
