Dear Dennis,
I am writing in response to your letter to Commissioner Hendrie regarding information on the Nuclear Regulatory Commission and the Three Mile Island nuclear facility.
I regret that this answer to your letter has been delayed.
The accident and its consequences have created a substantial increase in the agency's workload, which has prevented us from responding to you as promptly as we would have like,d to.
I am enclosing a brief description of the Commission's history and func-tions, in answer to your request for background information on the NRC. Also included is a summary of a report on how the accident happened.
An exemption from federal containment regulations that was granted to Unit 2 at Three Mile Island permitted a change in the method and frequency of testing the personnel airlock from that prescribed in the Code.of Federal Regulations, Title 10, Part 50.
Also, the frequency of some other tests was changed. These exemptions were entirely unrelated to the accider.t and did not lower the safety standards for the affected equipment.
Although this response has been delayed, I nonetheless hope that you will be able to use this information and enclosures in the future.
