3715 Woodbriar Houston, Texas 77068 Decerber 7,1979 Comnissioners Nuclear Regulatory Comnission 1717 H. Street, N.W.

Washington, D.C. 20555 Gentlemen:

As a citizen, I would like to go on record as being opposed to the Nuclear Regulatory Comnission's freeze on construction permits for nuclear p w er plants.

You are aware that due to the United States dependence on foreign oil and gas, we are in a very vulnerable position and nust do everything possible to alleviate this dependence. We could be cut off from our nnjor foreign suppliers at a moment's notice due to the irrational mentalities of the peoph 9 deal with. 'Ihis point should be made clear to all Americans.

I am a firm supporter of nuclear power plants and believe that since the 'Ihree Mile Island incident, everyone is more aware of the safety problers and stronger precautions are in effect.

Each week that one of these reactors is not in operation, consumers ultinntely will have to pay $2 million in interest charges alone.

Replacement energy costs will be between $2 million and $6 million a week depending on whether it comes from coal, oil or a cc:bination of those two core expensive generating fuels. Icoking at it another way, each " frozen" reactor deprives the nation of enoush energy to power 300,000 autonobiles.

Nuclear power is one ready answer to the oil and gas shortage and I urge you to reconsider this decision and issue the licenses for the seven nuclear units so that they may begin comnercial operations.

Sincerely, ij,)

.jh W. E. Parker
