In accordance with Technical Specifications for Rancho Seco Nuclear' Generating Station, Section 6.9.1, and Regulatory Guide 1.16, Revision 4, Section C.2.b.2, the Sacramento Municipal Utility District is hereby reporting the following as Reportable Occurrence 77-20.

A quarterly surveillance test run on November 19, 1977 required the cycling of safety features valves in "B" high pressure: injection loop. When an attempt was made to cycle SFV-23812 (outside containment isolation valve),,
the valve would not respond and the indicating lights went out in the Control Room. The operator suspected that a control power fuse in the breaker might,i have blown, so he replaced the fuse and the valve operated properly. Howeves,,
a later check showed the fuse to be operating properly. This leaves the cause-of the failure undetermined.
Failure of this valve to open on safety features signal removes one of the two 2 1/2 inch high pressure injection lines in the "B" loop from service.
l Both lines in the "A" loop were available for safety features actuation. Since
,I actual flow test data is not available, it is not certain what the reduction in flow through the "B" loop would be with one line isolated.
The electrical group is checking the breaker and associated circuitry in an attempt to determine the cause of the failure.
If the results of this Z
investigation uncover a problem area, this will be reported in a followup

1 There was no plant transient or shutdown as a result of this occurrence.
