Report on Inward Bulges of Containment Liner Plate at Rancho Seco Nuclear Generating Station.

The referencbd letter states in part:

"... a requirement will be stipulated in the Technical 'cpecifications to inspect the bulges two years af t3r start of operatio 4 and every 5 years thereafter.

The inspection should ascertain that the amplitude of the bulges is not increasing and that the liner bears against the concrete."

l An insitu examination and inspection of the liner plate, see reference 2 for details, has determined that in many areas the liner plate does not bear against the concrete in the sense that it is bonded to it or in some cases that it is even in contact with it.

Measured separation varies with location up to a maximum of 3/32".

In light of this new data, it is obvious that it will not be possible to invect the liner to insure that it "... bears against the concrete". Further, as noted in reference 3 the inward bulges occur in a number of areas.

In recognition of these factors, the Technical Specifica-tions will be ammended to inspect the liner plate bulge, in " typical areas".

The inspection will show any changes in amplitude of the bulges thru the use

of a base line measuring system, see attached drawing.

- LINER PLATE INVESTIGATION Separation,Between,the Containment Liner Plate and the Concrete DateofInspection9/19/75 Inspector Distri'et Insoector Purpose The ' question has been raised as to whethtc: or not the liner bears against 'the concrete. The liner does not bear against the concrete in the sense that it is bonded to the concrete, or in many cases that it is even in direct contact 'with the concrete.

There are various reasons why it does not, the two most significant are shrinkage of the concrete during curing and ambient temperature e

changes.

Both of these cause a small amount of differential move-ment between the-liner plate and tha concrete.

Hence, in many

areas there is a very small separation between the concrete and the liner plate which is detectable by sounding the liner plate with a light hammer.

The purpose of this limited investigation is to determine how

'much separation actually occurs.

Separations were located and measured at representarive areas.

These are the areas immediately

)

below the horizontal construction - horizonthi weld joint (see i

attached sketch), areas of liner plate bulges between vertical stiffeners and other areas.

Inspection, Procedure Representative areas of this type were 1ocated by tapping the liner plate with a light hammer and listening for a hollow sound.-

This method locate'd many areas of ceparation. The points selected for drilling were determined by the inspector-to be representative.

The actual locations selected included areas of bulge apparent to visual inspection and areas immediately above and below constru-

. crion joints and weld seams.

s Repair Procedure Each hole was located for final inspection.

The drilled holes were countersunk to insure full penetration weld.

The holes were then seal welded by a qualified welder, using properly certified rod.

When the velding was complete, the repaired area was inspected using both the dye penetrant and vacuum box m,ethod.

2 Conclusion The' maximum separation measu-ad was 3/32.

It is concluded that the separations occurring between the liner plate and the concrete are less than 1/8 inch.

At design pressure in the building the liner plate will deficct outward and bear against the concrete surface as required by the design configuration.
