DOCKET NO. 50-312 Thi attached report by our field inspector of a visit to the construction site of the subject facility on March 18-20, 1970 is forwarded for infor-mation. Emphasis was placed on (1) reviewing corrective action taken by the licensee regarding previously-identified discrepancies in the manufacture of concrete and in the quality assurance program, (2) completion of the review of concrete manufacture and (3) review of welding practices employed in the construction of the containment building liner. No significant deficiencies were identified during the visit.
Variance from CO's standards observed included (1) concrete samples for compression strength tests were not being taken at the point of placement and (2) some weld electrodes were observed to be improperly stored (laft out overnight). The licensee does not believe it necessary to take samples for compressive strength tests at the point of placement g this,t,1 g.l Corrective action has been planned regarding weld electrode control.
8 We do not believe CO action on these items is warranted at this time, You will note that the SMUD Quality Assurance Director observed essentially the same deficiencies noted by CO during his audit of the B&W Lynchburg 1
facilities. SMUD has requested a resolution of these discrepancies on a timely basis Please note that the results of the S)RJD audit should be handled as proprietary information.
Based upon the corrective action taken on the results of our previous inspections, it is our opinion that the licensee has been very responsive to our comments.
