Dear Mr. Reid:
In accordance with 10 CFR 50.59, the Sacramento Municipal Utility District is submitting Amendment No. 48. The Proposed Amendment No. 48 contains changes to the Rancho Seco Unit No. 1 Technical Specifications which are noncontroversial and are being submitted to bring the license into agreement with actual practice or to give better definition to the specifi-cations.
Inspection and Enforcement, Region V, has also advised several changes for the same above state..' reasons.
The proposed changes include:
1.
Removal of Table 4.10-2, Page 4-42a, f rom Technical Speci fications Appendix A.
Reason:
This table does not belong in this section of the Technical Specifications.
It is duplicated on Page 40 as Table 4-1 in Appendix B where it is properly lecated.
2.
Removal of Figure 4-10-1 from Technical Specifications, Appendix A.
Reason:
This figure does not belong in this section of the Technical Specifications.
It is duplicated on Page 41 as Figure 4-1 in Appendix B where it is properly located.
3 Section 2.5.C in Appendix B has an error. The specification allows 2 lbs/ day when averaged over 30 days.
The correct quantity is 12 lbs/ day when averaged over 30 days.
Reason:
The State of California Regional Water Quality Control Board, Central Valley Region, sets the Rancho Seco chemical control limits.
The August 10, 1976, specification to SMUD correctly st tes on Page 2 that the limit is 12 lbs/ day when averaged over 30 days.

Appendix A, Page 3-22 bases states that "... peak clad temperature to less than 2,300*F...".
The correct temperature should be 2,200*F.
Reason:
10 CFR 50, Appendix K, as interpreted by the B&W evaluation model is 2,200*F.
This ilmit is documented in several Topical Reports to NRC concerning the B&W ECCS Analysis.
5.
Appendix A, Section 5.4.1 A, should have the first sentence changed "New fuel shall be removed from the shipping containers, inspected and to temporarily stored in the new fuel dry storage rack or stored in the pool."
Reason: The present words required fuel to be stored in the new fuel inspection rack.
For more efficient operation, the fuel should be allowed to be put directly into the pool af ter inspection and prevent an unnecessary transfer to the new fuel rack.
6.
Appendix A, Table 4.1-3, Page 4-9, add i tem "1. f. Fluoride".
The frequency for checking this item should be "M".
1 Reason:
Section 3.1.5 gives fluoride limits but no check schedule.
SMUD is proposing to check this limit monthly.
7 Change Appendix B, Section 2.6.2.E to specify that "The flow rate of liquid radioactive waste af ter dilution shall be measured and recorded during t he release.
The flow of undiluted liquid radioactive waste shall be estab-lished using Installed instrumentation. That flow rate shall be entered in the plant records for the IIquid waste release.
Reason:
Changes to the waste water disposal system necessitate clarification of flow monitoring and recording requirements.
