Dear Mr. McCorkle:
We request that you suspend wherever possible all reviews and approval on UNC Recovery Systems license amendments pending UNC's formulation of future operating plans.
In view of the continuously intensifying regulatory climate, as highlighted by NRC's announced intention to impose a civil penalty upon UNC Resources, we must seriously address the question of remaining in the HEU recovery business.
Accordingly, we see no justification for paying additional licensing fees until the question is resolved.
This request does not apply to the pending decom-missioning plan, which of course must be implemented regardless of our decision.
It does, however, apply to any training, contingency, and emergency plans not yet impleme.,ted.
