We have evaluated Revision A to the Quality Assurance Program for Packaging Licensed Radioactive Material for Shipment submitted with your December 12, 1979 letter to satisfy the requirements of 10 CFR 371.51.
The information presented does not adequately describe how Rockwell International's QA program will satisfy the applicable requirements of Appendix E to 10 CFR Part 71.
I refer you to the acceptance criteria (Ref., Mcdonald /McDermott letter dated October 9,1979) the staff uses to evaluate a licensee's QA program for transporta-tion packages for radioactive material.
Although supporting written procedures, such as those referenced in Sections 4 and 5 of your program, are required to implement your QA program, they should not be sub-mitted as part of your QA program description. Please revise your QA program des-cription to address the applicable criteria and subnit seven copies of the revised program within 60 days following receipt of this leu.sc.
