Collectively the list indicates that the licensee cannot meet the present licensing date for fuel load of January 15, 1977, in view of construc-tion and testing status of the facility. MC 2512 Light Water Reactor Construction Program This plant has been inspected under the requirements contained in portions of PI 3800/2, TI 3800/1, and MC 2512. Inspection effort in the construction area is essentially complete. Inspections to follow-up in the areas of previously identified unresolved and enforcement items remain to be conducted. B. MC 2513 Light Water Inspection Program - Preoperational Testing and Operational Preparedness Phase Twenty Three modules remain to be completed prior to OL issuance. ~ ~ ' Inspection program completion is proceeding as rapidly as facility and procedure preparation will allow. to MC 2513 is being utilized as a guide in this effort. The following areas remain incomplete: 1. Fire Protection 2. CLRT Witness 3. Test'Results Review 4. Test Results Review 5. Test Review Verification 6. Environmental Protection 7. These tests consist of system hydrostatic tests, flushes, and electrical and instrumentation checkout. At the completion of this phase the system is turned over to General Public Utilities (GPU) Test and Startup Group. _The second phase is preoperational testing which consists of functional tests, verifications that demonstrate the components ability to perform their design function, and operational testi. These tests are performed on an integrated system or an individual system basis. Following preoperational testing the systems are turned over to the operating company (Met Ed) for Startup Test Program performance. + A.
