SUBJECT:
CONDITIONS FOR ENTERING OPERATIONAL MODE 2 CONTAINED IN OPERATING LICENSE DPR-73, THREE MILE ISLAND i
NUCLEAR STATION, UNIT 2
. to DPR-73 requires completion of certain Test Procedures (TP's) prior to entering Operational Mode 2.
Due to conditions now existing at the facility, certain of these TP's cannot be completed at this time. These TP's and their status are as follows:
TP 120/5 Spent Fuel Handling Bridge Functional Test.
The test is completed except for a load test.
The load test was not performed due to the lifting cable being damaged during construction.
A new

Technical Specifications require a load test be L
conducted prior to each use.
TP 120/7 Auxiliary Fuel Handling Bridge Functional Test.
The test is completed except for a load test.
The load test was not performed due to the test fixture not being ready.
This bridge was not used for initial fuel load.
The bridge is now located at the south end of the refueling canal and cannot be moved to the north end for testing due to the reactor vessel head being in place.
Technical Specifications require a load test of this bridge prior to each use.
TP 120/8 Fuel Transfer System and Miscellaneous Functional Tests.
These tests are completed with the exception of electrical travel interlocks on the overhead crane.
These interlocks are currently being designed. Mechanical stops have been installed in the place of electrical interlocks.
Technical Specifications require these electrical interlocks or mechanical stops to be in place or func-tionally tested prior to each use.

,; g ggg7g TP 230/3 RC Waste Evaporator Functional Test.
This test has not been started.
The evaporator tube bundle has been removed for use in Unit 1.
A new tube bundle has been ordered.
Unit 1 is currently processing radioactive fluids for Unit 2.
This TP can be conducted at a later date prior to the processing of radioactive fluids in Unit 2.
Due to the Technical Specification requirements to test the fuel handling equipment prior to use and the ability to test the Unit 2 evaporator prior to use on radioactive fluids, RI recommends that these items be deleted as hold items for entering Oparational Mode 2.
It is requested that NRR be informed of the condition of these TP's and our recommendations.
