SEs In response to your memorandum of May 10, OPE has ongoing activities to add to p-r=

your inventory.

These are described in the attachment to the enclosed inventory 5;.3 form (Enclosure 1).

g; p2 ii I noted that the recent letter from Mike Bender to the Chairman (Enclosure 2) suggests three actions two of which do not appear to be on your list. The first suggestion is to determine whether reactor safety could be enhanced (translation:

" future TMI accidents avoided") by providing on-line assistance Ei to reactor operators, e.g. in the form of diagrams, visual displays, checklists, users' manual, technical data books. This is really a separate consideration from operator licensing and training -- item 8 of the " Improving technical base" list (attachment 4 of the ED0 list of April 27).

It is related to the whole subject of irrproving the operator / reactor controls interface (which appears to be partly covered in the April 27 list).

Bender's second suggestion relates to operator training which is on the list.

Bender's final suggestion is a new one -- taking steps to see that NRC knows (e.g. through continuous direct contacts) what other agencies and organi-zations (e.g. EEI, EPRI, DOE, the A-E's) are trying to accomplish responsive to the TMI accident.

Perhaps we should have a single individual responsible for securing the information, maintaining a central repository and point for distributing the information to NRC staff and the Commission. MPA might take over this task.

You may wish to consider these in planning NRC actions.

2-OPE TMI-Related Activities c

OPE has been requested by the Commission to supplement the staff's activities relating to emergency response planning and operator licensing and training.

Brief reports are to be prepared fnr the Cmunission's use in decision making.

The reports are to integrate the various items of information being developed and present them in a form that analyzes and clarifies policy options and priorities.

(The "brief reports" referred to are 3 or 4 page memoranda, the first two to tur sent to the Commission before May 25.

Subsequent supplementary reports are expected to be sent to the Commission during the month of June.)
